The multifarious establishment of university in Nigeria is alarming. The trend has insinuated controversial debates to all and sundry. The justification for this development is compounded with variegated opinions ranging from creating more access to university education opportunity, palpable conditions of existing universities, competition, improve quality, awareness, accountability etc. The universities whose main job is turning out the most highly qualified professionals must be guided with passion.

Consequent upon the increasing demand for education at all levels in Nigeria and internationally, the Nigerian primary school administrator is confronted by hydra-headed personnel management problems occasioned by the soaring number of pupils and teaching and non-teaching personnel. Educators believe that using the tenet of impersonality and effective information documentation, school members can be managed to achieve effectiveness in school administration and in the implementation of curriculum.

This paper first examined the place of centralization of wage determination process in providing uniform salaries and conditions of service for workers of comparable status in work organizations. The paper argued that it is this machinery which was practiced in Nigeria that ensured a good working relation in educational institutions in Nigeria. The recent introduction of the deregulation policy negates this practice. The pointer to this include the high incidence of industrial conflicts, poor work ethics, inequitable salary compensation and “statism”.

This work is focused on the issue for free education raised in the National Policy on Education. The author tried to find out how free is the Nigerian free education programme. The author also took a look at the historical development of free education in Nigeria and the issues that were raised. The problems of free education in Nigeria were also discussed. The paper ended with recommendation and conclusion.

This study examined teachers and students perception of the problems of effective achievement of skill acquisition using government secondary school, Owerri in Imo State as a case study. Two research questions and two null hypotheses were formulated to guide the study. The design for the study was a case study research. The population of the study was 82 senior secondary teachers and 545 senior secondary students from 9 state owned senior secondary schools in Owerri education zone in Imo State. 12 senior secondary teachers and 82 senior secondary students constituted the sample of the study.

The discussion about skills acquisition should not be limited to psycho-motor skills, scientific and technical skills, and mechanical and technical know-how. It needs also to focus on mental skills acquisition. One of such skills that are vital to the survival of any society is critical political thinking skills. This is a skill that can be taught and learnt. This is a skill that the educational system at all levels should impart unto students. For this to be effectively done teachers-educatee need to be educated in the critical tools of political philosophy.

This paper attempts to define the key concepts of networking, collaboration, tertiary institution, functionality and self reliance. It further x-rays the problems of funding and resource insufficiency in the running of tertiary institutions in Nigeria and the need and urgency for the institutions to adopt networking and collaboration strategies, as a way forward to ensure that they produce functional and self reliant graduates. Possible areas, types, strategies and guidelines for success in institutional networking and collaboration are enumerated and discussed.
