Consequent upon the increasing demand for education at all levels in Nigeria and internationally, the Nigerian primary school administrator is confronted by hydra-headed personnel management problems occasioned by the soaring number of pupils and teaching and non-teaching personnel. Educators believe that using the tenet of impersonality and effective information documentation, school members can be managed to achieve effectiveness in school administration and in the implementation of curriculum. This study examines the efficacy of impersonality and information documentation in school management. The descriptive survey design was adopted and the stratified random sampling technique used in selecting the study sample of 262 head teachers from the population of 1050, who responded to a structured instrument tagged Bureaucracy and Primary School Effectiveness Scale. Results from data analysis show that the tenets of impersonality and information documentation are viable tools for achieving effective schools and implementing curriculum though impersonality is sometimes over-used. Recommendations are that school heads should synthesize and use the functional aspects of impersonality and boost information documentation by embracing Information Communication Technology (ICT)
